I use photoshop cs2 but I think you can do it the same way in elements.
Select the rectangular marquee tool in the toolbar. Then draw a rectangle around whichever element you want. To do this I usually click at a point above and slightly to the left of the element and drag my mouse down and right until you have encased your element in a rectangle of dotted line/crawling ants (aka marquee)

Then copy and paste onto the document you're working on.
CTRL + C to copy.
Then, Click on the document where you want to move it to - then hit CTRL + V (to paste).

Hope I explained that okay!
Good luck!

What Cathy said....

And, if you happen to come across a set of elements so tightly nestled into a file that the Marquee Tool can't cleanly make a rectangular selection you can always just take whatever is in the Marquee, do your Copy/Paste and then erase the excess......OR, you can use your lasso tool to get into tighter spaces between elements and just Copy/Paste that way without having to erase.

Hope this helps and didn't add any confusion.
